Program Background Summary:
The USAID-funded Pakistan Reading Project (PRP), implemented by the International Rescue Committee (IRC) and its partners (Creative Associates International, World Learning, and Institute of Rural Management), is a five-year project with the objective to support the provincial and regional departments of education (DoE) throughout Pakistan to improve reading skills of children in grades one and two. The project aims to achieve this goal through three distinct but interrelated components that work in synergy to affect the quality of early grade education: improved classroom learning environment for reading, improved policies and systems for reading, and community based support for reading in Pakistan.
Job Overview/Summary
Job Summary:
The HR officer will work in close coordination with the HR Manager on Recruitment and Selection, Orientation and assist in implementation of Global HR initiatives and practices and will support the HR Manager in maximizing staffing resources.
Major Responsibilities:
Specific Responsibilities
- Assist the HR Manager in completing full-cycle of recruitment process and play active role as recruiter till offer level positions; assist in developing candidate rosters, employ traditional sourcing strategies, actively network and employ innovative, creative recruiting methods to hire the best talent.
- Regularly updating and consolidating the Recruitment Tracker in coordination with KPK HR and HR Manager.
- Arranging for and support HR Manager in providing orientation to newly joined employees, this includes but not limited to scheduling inductions, inducting new employees into IRC ways, culture, HR and administrative policies and procedures.
- Promote and uphold THE IRC WAY (codes of conduct). Ensure that all newly recruited staff understand these codes and sign the acknowledgement for record.
- Maintain and update staff database in excel (HRIS). Efficient personnel file management system related to recruitment and selection, grievance, IRC Connect, training and HRIS. Maintenance of soft and hard files for all staff and HR functions.
- Ensuring all personnel files are in compliance with USAID rules and regulations.
- Ensuring the JDs of all the employees are updated and reviewed in the JD Management folder.
- Effective Contract Management of all employees and consultants.
- Maintain staff personnel files in a confidential manner, and ensure that all personnel files are complete related to the domain of HR Officer.
- Creation of rescue email accounts whenever the request is put-forth.
- Foster and facilitate the development of cooperative professional relations between and among staff at all levels.
- Assist HR Coordinator on staff training needs and creating staff development plans;
- HR administrative and operational tasks.

Job Requirements:
Education:
- At least Bachelors degree desirable. Preference will be given to Masters degree holder in HR management, Business Administration, or related field.
Work Experiences:
- Minimum 3 years’ experience in the Human Resources functions preferably in INGOs/NGOs.
Demonstrated Skills:
- Exposure to Applicant Tracking systems and global recruitment preferred.
· Proven sense of professional discretion, integrity, and ability to manage situations diplomatically and to effective resolution
