We are seeking a Field Coordinator in Lahore for the Gender-Based Violence Survivors Support Project (the Project). This position is supposed to perform additional duties from January to March 2026.
The Project is an international technical cooperation project funded by the Japan International Cooperation Agency (JICA) with counterparts of the Punjab government. We aim at strengthening the provincial mechanisms for effective and survivor-centered service delivery for the protection, rehabilitation, and economic empowerment of Gender-Based Violence survivors. The project period is January 2025- December 2028. The outputs are as follows:
Output1
- A regular training system with separate need-based modules for SWD workforce on survivor-centered service delivery is institutionalized.
Output2
- Services of Women Protection Center through multi stakeholders’ engagement is strengthened in pilot districts.
Output3
- A practical guideline for set-up and operation of Transitional Home (TH) is developed through pilot practices of running THs in pilot districts.
Output4
- Transitional Home (TH) is institutionalized and operated based on the developed guideline.
1. Period
- From 1 October 2025 to 31 December 2026 for the first-year contract
*Note: The initial 2 months will be a probationary period.
2. Office
Lahore, Project Office within SWD Secretariat (or Women Protection Center or Transitional Home, Lahore)
*Note: The position is expected to involve close communication and frequent visits to the Women Protection Center and the Transitional Home in Lahore.
3. Working hours
9:00 -17:00 from Monday to Friday
(Holidays include Saturdays, Sundays and National holidays of Pakistan)
4. Tasks to be carried out
(1) Facilitating counterpart officials for implementing Output 1 (Training of Social Welfare Department officers) of the project activities in Lahore
(2) Facilitating counterpart officials for implementing Output 2 (Piloting multi-stakeholder outreach and awareness program by District Women Protection Committee) of the project activities in Lahore
(3) Facilitating counterpart officials for implementing Output 3 (piloting transitional home) of the project activities in Lahore
(4) Assisting experts and team members in managing and monitoring the progress of project activities
(5) Making necessary reports to share among experts and team members, as well as counterpart officials
(6) Procurement of equipment, consumables, and services required for the project implementation
(7) Keeping accounting records and necessary financial documents according to the rules prescribed by the Employer
(8) Logistic arrangement for the project activities
(9) Interpretation and translation of the local language into English and vice versa
(10) Keeping good communication with relevant organizations and officers
(11) Coordinating and attending meetings, collecting information, and negotiating with relevant individuals and organizations required for project implementation
(12) Maintain a good working environment at the office
(13) Any other coordination tasks the Employer considers necessary for the project implementation.
5. Additional charge from January to March 2026
During January to March 2026, a field coordinator in Lahore will perform additional duties in place of the technical coordinator. The task will include close communication with the Punjab Women Protection Authority and in in-charge of the Transitional Homes in four pilot districts, i.e. Lahore, Faisalabad, Rawalpindi, and Sahiwal.
(1) Coordinating with concerned donor agencies, governmental departments, and the private sector for smooth pilot implementation
(2) Assisting experts and team members as well as facilitating counterpart officials for implementing Output 1, 2, and Output 3 of the project at 4 pilot districts, keeping good communication with four pilot districts through field coordinators and providing necessary support to them wherever necessary
Output1:
1) Assisting experts and team members in managing the progress of the revision and development of training modules and materials
2) Assisting experts and team members in managing TOT implementation and monitoring the rollout of the training
Output2:
1) Assisting experts and team members in communicating and coordinating with PWPA for Output 2 activities
2) Assisting experts and team members in managing the progress of activities of Output 2 in the 4 pilot districts.
Output3:
1) Facilitating the operation of a Joint Working Committee at the provincial level
2) Supporting the operation of the Technical Coordination Meeting in pilot districts
3) Assisting experts and team members in supervising the progress of the development of training modules, and the development of pilot activity plans of pilot THs in pilot districts.
5) Assisting experts and team members in supervising the works of TH service providers and supervising the implementation of pilot activity plans
6. Required Qualifications and Experience
- Minimum five (5) years of relevant experience in project implementation and coordination
- Sound ability in writing and drafting reports
- Ability to manage accounting and logistics work
- Having good skills of MS office, including Excel and Word as well as email and internet
- Good interpersonal skills and the ability to communicate effectively with various stakeholders
- Good negotiation skills
- Ability to manage and organize work by oneself and as a team member
- Fluency in English and Urdu, both speaking and writing, is required.
- Sound knowledge on practices and stakeholders related to the protection, economic independence, and social integration of survivors of gender- based violence, as well as the survivor-centered approach
- Experience in working with Punjab governmental departments and coordinating among governmental departments is highly valued.
